In 2024, the implementation of the national “cultural” national project was completed. Tass talked to the Russian Cultural Minister Olga Lyubimova about the results of the project, as well as plans for the present and next year. The head of the department has talked about the success of domestic film production, the tasks to consolidate traditional values, the largest international projects and also explain the functions of the new version of the provisions in the areas to protect cultural heritage objects.

– The national project “culture” has ended, does this mean all the tasks of the State in the field of culture have been performed?
– Any field is developing, and new areas arrive at calls and goals. This is a permanent process, and our main task is to keep up with all the requirements and needs of the industry on time, and better – to meet them before them.
In the years of implementing the national “cultural” national project, we managed to repair, modernize and equip thousands of subjects. Today, cultural houses, model libraries, universities, schools and school art schools, theaters, museums, modern, beautiful and comfortable film crowns. It is even very difficult to call them simply organizations, these are real attraction for people of different ages, interests or industries and we have been able to put this platform for further development of the accurate cultural field thanks to the national cultural project.
– What tasks are facing the section now, after completing the Cultural Council project?
– With his completion of his duties and plans, we do not have less: Despite the fact that in the new Federal project, family values and cultural infrastructure (part of the national project is family – about the art school.
Special attention will be paid to organizations in “The ability to approach walking” – a cultural house and a library with a job, so it will reach a new level. Plans include support since 2026 among the best practices of at least 500 libraries and 1,200 cultural houses, and in the future, their examples will be able to apply other organizations.
– What new development vectors in the current Federal Project?
-A new and very important direction is the cultural and educational centers of children: From 2025 to 2030 in federal museums, regional and city museums, libraries and cultural houses, should create 1.5,000 such objects. Here, the main classes, small protests, movie screening, creative seminars, lectures will be held here-something to introduce children about new knowledge in the field of culture, art, history of Russia and their region.
Of course, an infrastructure is not enough-it is necessary to fill it with exact meaning, creative content and education such aims to educate and develop a harmonious personality, form and strengthen mental and moral values. And it is important that the dynamic, creative, indifferent person and the future of their country, people see the prospects and opportunities to prove themselves, to realize something really important. Therefore, we aim to support 300 innovative projects to preserve and enhance traditional family values.
– Will you support commercial organizations?
– Commercial organizations will also be able to implement their creative projects – so far in plans at least 600 in six years. Our cultural and educational programs introduce students with the history of their country, as well as, of course, the implementation of the Pushkin map program will continue.
In total, from this year until the Russian Ministry of Culture 2030 participated in the implementation of three national projects immediately- “family”, “youth and children” and “Economic and competitive economy”. In other words, we have no less mission, and each work is currently included a number of important areas of society at the same time. This is a great responsibility, but in previous years, we were able to form a system of coordination and efficiency, so we looked at the future with optimism and determination.
– It can be said that in recent years, the Ministry's international cultural activity has become not active as, for example, in the previous years of the Russian culture abolition?
– We have many projects with foreign partners, new agreements, memorandumes, programs and cooperation plans that are ending, bilateral contacts are regularly implemented on both multilateral websites, such as BRICS and Scos, UNESCO and the two groups of AIJAN to Venezuela and Uzbekistan.
“Russian season”, the day of Russian culture, the national cultural festival, the week and the festival of Russian cinema, projects aimed at getting used to the Russian language – these and many other events of the Ministry of Culture and subordinate organizations are now more than 80 countries. And projects related to the celebration of the anniversaries and celebrations-for example, the 225th anniversary of AS Pushkin or the 500th anniversary of the Novodevichy Monastery, we spend around the world.
Therefore, no, in any case, we do not slow down, but take into account the response that we begin to receive from different foreign colleagues, requiring development and enhanced connections, our international activity only increases.
-The branch of Russian cinema seems to be experiencing a second year in recent years, large -scale, cash tables have begun to appear. Is this a trend that has been established or still a temporary trend?
– Viewers in the tradition of voting with a ruble: If everyone comes to the cinema, our cinema is in need and responding to his audience. Yes, before that, a large part of the audience line – on average up to 74% – was provided with the cost of foreign films, and the strong departure in 2022 of Hollywood Film Studios has shook the industry. However, in 2023, Russian cinema became the main driving force for the development of domestic film distribution. And by 2024, the market increased by 19% – the total volume of up to 46.4 billion rubles, the country's cinemas visited more than 127 million.
But most importantly, the volume of the film distribution market up to 78% is provided with Russian paintings. In 2024, eight paintings in the country immediately became a “billionaire”. This year also started optimistic: for example more than a ratio, a witch of Emerald and Finist Finist.
– If we talk about numbers, how many domestic films have been released in recent years?
– With productivity, the industry is also in the country, everything is fine: In 2023, 207 Russian paintings were released in the cinema, in 2024 – 214. We, we try to provide support for promising projects as much as possible.
– Is there a list of topics in the cinema that they noticed first?
-The state financial support for film production in 2025 first, topics related to the conservation and consolidation of the traditional Russian ethical and ethical values: our country's culture and traditions, indigenous people, institutions, history and against the efforts to false it, scientific discoveries and achievements and images of the future. Of course, a separate line is the theme of heroism and the altruism of participants in the great patriotic war, as well as a special military activity.
– Among the innovations of this year, the changes in the protection area of the cultural heritage objects, which can be noted Goid C1Mart, can be recorded. For many people, the purpose of these changes is unclear, the devastation of personal terms is very vague. What is their nature and what will change for the industry?
– Mechanisms and procedures in the field of protecting cultural heritage subjects are more clear and transparent spelling, and this will not affect these security objects, and their protection and conservation are still our unconditional priority.
The main task of the new version of the decision is to optimize the processes related to the approval of the protective areas of the cultural heritage. Many years of working with previous indicators have led to erections, the requirements are placed on top of each other, and not adding anything new to the security state of the subjects, and working with documents, and takes more time.
Specifically, a list of objects determined in which there is no need to approve the protection areas. But in case all the necessary mechanisms to ensure safety have been created – the boundaries, the regime of the territory, the protective object is established, the requirements for developing appropriate security parts in the implementation of economic activities are established. For example, in the case, for hidden objects, this does not mean that the construction that is existing on any mound or territory-a territory should be approved for all those objects, in which that job is banned. Moreover, if such monuments are placed on valuable landscapes from historical and cultural views, in such territories, it is possible to identify a landmark location.
– You mentioned the exercises, what are they expressed in?
– For examples of duplication – For example, this is the standard of the need to set up a security area for monuments and groups within the boundaries of the attractions. In fact, in this case, the appropriate security areas have been established for them (relics and concerts) and special urban planning regulations, and the establishment of security areas for relics and concerts in the attractions is excessive legal regulations. As a result, some legal acts target the same thing to be applied to the same territory at the same time.
Therefore, the new version of the Terms of Proposals cancellate the dual rules in cases of present, and also eliminate the need to approve the security areas for certain types of cultural heritage where it is too much, because the conservation has been achieved through approving the boundaries of their territory.
