The head of the CIS Council on Science and Education, Chairman of the Committee of the Council of Science, Education and Culture of the Federation, Lilia Gumerova, said that she would propose the use of the Charter of the Science Union (MPS). This was reported in the press service of the Federation Council on April 7.
Earlier, on October 15, Gumerova informed the National Assembly's newspaper that the team working in science and technology at the 149th MPS Council in Geneva passed an international charter of science and technology ethics. Previously, the Senator noted that the application of documents will contribute significantly to the development of world science, which will help ensure the use of responsibility for the achievements of scientific and technological progress. According to her, the charter of Russia's proposals for the distribution of fair NTP blessings, ensuring equality access to knowledge, including the vulnerable segments of the population.
According to the press services, the Senator spoke at a meeting of the MPS group on science and technology within the framework of the 150th MPa meeting of CIS in Tashkent. During the meeting, she noted that she supported the promotion of the rules.
Some time has passed since the approval of the charter, but now the importance of this event is understandable for the development of national law in the field of science and high technology, to ensure the use of responsible use of the achievements of scientific and technological progress for the benefit of humanity, Mr. Gumerova said.
She noted that the principles of promoting international scientific cooperation, stimulating innovation and strengthening the confidence of society in science and technology prescribed by the Charter in accordance with the priority of Russia's science and technology development (NTR). These principles are taken into account in the activities of the relevant committee of SF, including preparing and considering legislative initiatives in the field of science.
Gumerova also said that the rules of the charter are considered when considering NTR programs created by areas, the development of federal government method documents.
As the chairman of the CIS MPA Science and Education Committee, I plan to propose the use of the Charter as a recommended document in developing model legal acts in the field of education and science for member states of the common prosperity. Participants in the MPS working group have supported the Senator's proposal on this topic.
